Islamabad civic body to hire advisor for water PPPs

The Capital Development Authority (CDA), which provides municipal services to the residents of Islamabad Capital Territory, is planning to hire an advisor for three water distribution projects, a senior official told Infralogic.

The federal Public-Private Partnership Authority has given approval to the CDA to hire an international financial institution as its transaction adviser, the P3A’s Head-Projects, Muhammad Danish said.

A formal invitation to bid for the advisory contract is likely to be issued in the next few days, said Danish.

The scope of work includes feasibility studies and assessments, structuring the transaction to ensure its viability and alignment with international best practices, assisting the CDA to prepare and manage the bid process, as well as support for contract negotiations and financial closure.

One of the projects is the rehabilitation of the existing sewerage network and sewage treatment plant in Islamabad. The second is to enhance the energy efficiency of pumping stations, while the third involves installing volumetric water metering infrastructure to reduce non-revenue water.

One of Pakistan’s oldest civic organisations, the CDA has usually taken the traditional engineering, procurement and construction approach to build infrastructure. It was brought under the administrative control of the Ministry of Interior in 2018.

Established in 1960, it has developed and maintains Pakistan’s capital city and its surrounding areas. It has constructed government buildings, parks and residential areas, transportation, water supply and sewage systems.
